South Worcestershire Development Plan Review

Parish and Town Council Newsletter March 2021

The seven-week consultation on the Sustainability Appraisal report which supports the South Worcestershire Development Plan Review (SWDPR) started on Monday 1 March 2021 and continues until Monday 19 April 2021. A briefing event was held on Monday 1 March 2021 for Parish and Town Councils and was chaired by Cllr David Harrison, Portfolio Holder for Planning at Malvern Hills. This briefing event was well attended, with approximately 80 people present, and a recording of the meeting, along with all the documentation relating to the updated Sustainability Appraisal consultation, can be found on the SWDP website –
A date has now been set for the start of the public consultation on the draft Travellers and Travelling Showpeople Site Allocations Plan Preferred Options for seven weeks from Monday 17 May 2021. This was deferred from the original start date of Monday 1 March 2021. A briefing on this consultation document will be held for Parish and Town Councils at 6pm on Thursday 20 May 2021, and more information on this along with Zoom login details will be sent out in due course. This consultation was deferred to avoid a clash with the local elections in early May 2021, but the document has been approved for consultation and available to view on the South Worcestershire Councils’ webpages under the relevant Council meeting agenda towards the end of last February, so you have more time to review this prior to the start of the consultation.
In other news, the South Worcestershire Councils have provided a response to the Government’s consultation on proposed changes to the National Planning Policy Framework and draft Model Design Guide which closes on Saturday 27 March 2021. There are also two other Government consultations underway that may be of interest; these relate to the Future of New Homes Bonus and Future of Building Standards. Links are provided to these below:
In terms of the SWDPR, the South Worcestershire Joint Advisory Panel (JAP) comprising of Councillors from the three respective Councils will be meeting over the coming months to consider final policies, housing and other site allocations, along with the supporting evidence documents. The intention is for the final draft version of the Regulation 19 Publication SWDPR to be approved by JAP in August 2021 to then go to the respective full Council meetings in September 2021 for formal consideration. Subject to Council approval, the Regulation 19 Publication document will then be published for six weeks from early October 2021.
